Certificate of Vending (CoV)

This is the primary legal license for street vendors, issued under the Street Vendors Act, 2014, giving them official permission to operate in specific vending zones.

Purpose:

  • Grants legal recognition and protection from eviction
  • Required for schemes like PM SVANidhi and SUSV
  • Helps in getting loans, setting up stalls in vending zones, and avoiding penalties

Eligibility:

  • Street vendors who participated in the government’s vendor survey conducted by the Urban Local Body (ULB)
  • Those who can obtain a Letter of Recommendation (LoR) from local authorities or Residents' Associations

Documents:

  • Aadhaar card
  • Passport-size photograph
  • Proof of vending (site photo, self-declaration)
  • Address proof
  • Vending category (e.g. food, clothing, electronics)
FSSAI Food Safety Registration

This license is mandatory for any vendor selling food or beverages, ensuring their practices meet basic food safety and hygiene standards.

Purpose:

  • Legally required under FSS Act, 2006
  • Boosts consumer trust and hygiene standards
  • Enables participation in food festivals, delivery platforms, or ULB markets
  • Required for food-related training and branding support by NULM

Eligibility:

  • Any vendor preparing, serving, or selling food—like tea stalls, juice counters, pani puri sellers, fast food vendors, etc.
  • Businesses with annual turnover below ₹12 lakh qualify for the Basic FSSAI Registration

Documents:

  • Aadhaar card
  • CoV (if available)
  • Passport-size photo
  • Business address
  • Food category/type
  • Declaration of food safety practices
Trade License / Shop Establishment License

This license allows vendors to legally operate a fixed business (stall, kiosk, or semi-permanent space) within a city.

Purpose:

  • Required to prevent fines and shutdowns by the local authority
  • Helps vendors become fully compliant for tax or hygiene approvals
  • Often needed for electricity, water, signage, or waste disposal permissions

Eligibility:

  • Vendors with semi-permanent shops, stalls, kiosks, or food carts in one location
  • Typically issued by the Municipal Corporation under local bylaws

Documents:

  • Aadhaar card
  • CoV or LoR
  • Site photo or location proof
  • Owner/NOC letter (if on private property)
  • Passport-size photo
  • Rent agreement or stall permission (if any)
Hawker License

Authorizes mobile vendors to sell goods or services on foot, bicycle, or handcarts within designated areas or city routes.

Purpose:

  • Grants right to roam and vend in selected city zones
  • Prevents harassment, seizure of goods, or police fines
  • Promotes livelihood mobility for small daily earners

Eligibility:

  • Vendors selling on the move (e.g., ice-cream sellers, flower vendors, balloon sellers)
  • Often combined with CoV for urban route permissions

Documents:

  • Aadhaar card
  • CoV or LoR
  • Site photo (if applicable)
  • Passport-size photo
  • Proof of mobile vending setup (e.g., cart/cycle photo)
No Objection Certificate (NOC)

A written approval from a property owner or local authority allowing the vendor to operate near or on a private/public space.

Purpose:

  • Prevents future eviction or legal complaints
  • Supports application for trade or food licenses
  • Helps vendors maintain peace with local residents and authorities

Eligibility:

  • Vendors operating near private institutions (schools, hospitals, parks, societies, etc.)
  • Required where the land is not managed by ULB or TVC

Documents:

  • Aadhaar card
  • CoV or LoR
  • Site location photo
  • Written permission letter from landowner / RWA / authority
  • Address proof
Labour Card / Unorganized Worker ID

Registers street vendors as unorganized sector workers to access insurance, pension, maternity, and accident benefits.

Purpose:

  • Gives access to accident insurance, PM pension schemes, and e-Shram benefits
  • Helps in disaster-relief, government aid, or COVID-type cash transfers
  • Increases policy inclusion for street vendors

Eligibility:

  • Street vendors between 16–59 years
  • Not registered under EPFO/ESIC (organized sector)
  • Must be working in informal conditions (no fixed employer)

Documents:

  • Aadhaar card
  • Bank account details
  • Mobile number
  • Passport-size photo
  • CoV or LoR (if required by state)


Policies

  1. PM SVANidhi (Prime Minister Street Vendor’s AtmaNirbhar Nidhi)

    Collateral-free loan scheme to help street vendors restart, grow, and digitize their businesses.

    Key Highlights:

    • Loan in 3 stages: ₹10,000 → ₹20,000 → ₹50,000
    • 7% interest subsidy on timely repayment
    • Cashback up to ₹1,200/year for digital transactions
    • No guarantor required; linked to credit scores

    Eligibility:

    • Street vendors active before 24 March 2020
    • Must have Certificate of Vending (CoV) or Letter of Recommendation (LoR)

    Why It's Important:

    • Boosts financial inclusion, self-employment, and digital payment adoption
  2. Street Vendors (Protection of Livelihood and regulation of Street Vending) ACT 2014

    This Act provides legal protection and regulation for street vending through licensing, zoning, and grievance redressal.

    Key Highlights:

    • Formation of Town Vending Committees (TVCs)
    • Issuance of Certificate of Vending (CoV)
    • No eviction without proper notice
    • Cities must define vending zones
    • Promotes dignity and protection for vendors

    Eligibility:

    • Urban street vendors in government surveys
    • Vendors recommended by RWAs or associations

    Why It's Important:

    • Provides vendors with legal status, regulation, and security
  3. NULM – Support to Urban Street Vendors (SUSV)

    Part of DAY-NULM, it supports vendors with identity, training, infrastructure, and financial linkages.

    Key Highlights:

    • Smart ID cards with QR codes
    • Training on hygiene, POS, and waste management
    • 95% grant for carts, kiosks, solar lights
    • Vendor zones and market support
    • PM SVANidhi help desks

    Eligibility:

    • Recognized street vendors or surveyed by ULBs
    • Holders of CoV or Letter of Recommendation

    Why It's Important:

    • Empowers vendors with formal identity, skills, and financial inclusion
  4. PM Jan Dhan Yojana – Financial Access for All

    A financial inclusion scheme offering zero-balance accounts and access to essential banking services.

    Key Highlights:

    • Zero-balance savings account with RuPay card
    • Accident insurance cover up to ₹2 lakh
    • DBT-enabled for government subsidies
    • Overdraft facility up to ₹10,000

    Eligibility:

    • Indian citizens aged 10 years and above
    • No existing basic savings account

    Why It's Important:

    • Enables access to government benefits, loans, and insurance for vendors
  5. e-Shram – National Database for Unorganized Workers

    Registers unorganized workers including street vendors to connect them with social welfare schemes.

    Key Highlights:

    • e-Shram card with 12-digit Universal Account Number (UAN)
    • Free accident insurance up to ₹2 lakh
    • Access to pensions, ration cards, DBT, etc.
    • Aadhaar-linked for easy verification

    Eligibility:

    • Age 16–59 years
    • Unorganized workers not covered under EPFO/ESIC
    • Aadhaar, bank account, and mobile number required

    Why It's Important:

    • Enables street vendors to receive identity, security, and welfare benefits
  6. PM Suraksha Bima Yojana (PMSBY)

    A low-cost accident insurance scheme offering protection against death or disability due to accidents.

    Key Highlights:

    • Annual premium: ₹20 only
    • ₹2 lakh for death or full disability
    • ₹1 lakh for partial disability
    • Auto-renewed from bank account every June

    Eligibility:

    • Age 18–70 years
    • Must have savings account linked to Aadhaar

    Why It's Important:

    • Offers financial protection in case of accident for low-income groups
  7. PM Jeevan Jyoti Bima Yojana (PMJJBY)

    A life insurance scheme offering financial protection to families in case of death of the insured person.

    Key Highlights:

    • Annual premium: ₹436
    • ₹2 lakh cover on death (natural or accidental)
    • Auto-debited yearly on 31st May

    Eligibility:

    • Age 18–50 years
    • Must have Aadhaar and savings account

    Why It's Important:

    • Ensures life cover and stability for vendor families
  8. Atal Pension Yojana (APY)

    A pension scheme to provide guaranteed monthly income after retirement for unorganized workers.

    Key Highlights:

    • Pension: ₹1,000 to ₹5,000 per month after age 60
    • Contributions auto-debited from bank account
    • Government-backed with tax benefits

    Eligibility:

    • Age 18–40 years
    • Aadhaar-linked savings account
    • Minimum contribution for 20 years

    Why It's Important:

    • Provides old-age income security for vendors in the informal sector
